Stephen Morgan served for eight years as President of the Tassajara Fire Commission and 12 years on the Board of Directors for the San Ramon Valley Fire Protection District. He also sat on the Contra Costa Local Agency Formation Commission (LAFCO).

He has testified before the Little Hoover Commission, the California Constitution Revision Commission, the Commission on Local Governance for the 21st Century, and various committees of the State Senate and Assembly. He has also appeared before a variety of LAFCOs and local governments throughout California.

He has written studies on local government consolidations, the privatization of public services, emergency medical services, and tax exchange issues.  He co-authored the Special Districts entry for The International Encyclopedia of Public Policy and Administration.

In the private sector, he has worked for PeopleSoft, Oracle, and Workday to develop large enterprise Budgeting and Core Financial products for corporations and governments. He is currently working on developing specialized budgeting applications for state governments.

He has taught in the California State University system since 1991. His courses have covered subject areas ranging from an Introduction to Public Administration, to Budgeting and Finance, Ethics, Personnel Management, Public Policy, and Intergovernmental Relations.
